NNMC Registration: What Hospitals Must Check in Nurse Credentials

Is your hospital screening nurse credentials against a law that Parliament has already voted to replace?

The National Nursing and Midwifery Commission Act, 2023, is meant to replace the Indian Nursing Council Act, 1947. But the new regulator is not yet running, and the old system still produces the documents your HR team sees every day.

That gap is where screening errors happen. A genuine nurse gets rejected for missing a new-style number, or a weak document gets accepted because it sounds official.

This guide explains what NNMC registration means for hiring today, which checks belong on every nursing file, and how to turn those checks into a written SOP.

What the National Nursing and Midwifery Commission Act Changes

The National Nursing and Midwifery Commission Act, 2023 creates a National Nursing and Midwifery Commission with autonomous boards.

One of them, the Ethics and Registration Board, is meant to maintain an online and live Indian Nurses and Midwives’ Register.

The Act also says the Indian Nursing Council Act, 1947 stands repealed, and the Indian Nursing Council is dissolved, from a date the Central Government notifies. It allows different provisions to start on different dates.

That matters because parts of a law can be in force while the old body keeps working. For a hospital, this means you cannot assume that every rule in the new Act is already operating.

  • Where the law stands today

As reported by SCC Online, the Indian Professional Nurses Association told the Delhi High Court that the Commission has still not been constituted. The petitioner also said that the Indian Nursing Council continues to carry out regulatory functions.

The court directed the Centre to decide the association’s representation within a fixed period.

No official notice we reviewed shows that the Commission has started work, and we did not find the outcome of the Centre’s decision.

Until you see a Gazette notification, treat the Indian Nursing Council and State Nursing Councils as the working authorities.

NNMC vs INC at a glance

Here is how the two systems compare for a hiring manager.

Point INC system (working today) NNMC system (under the Act)
Governing law Indian Nursing Council Act, 1947 National Nursing and Midwifery Commission Act, 2023
Current status Still operating Commission not yet constituted, per court reports
Register Indian Nurses Register, run through NRTS National Register, State Registers and an online live register
Who registers nurses State Nursing Registration Councils To be set under the Act once it operates
Existing registrations Valid Deemed registered under the Act

How NNMC Registration Fits Into the Nursing Registration Transition in India

Many online guides say hospitals now face two kinds of nurse registration, “INC-era” and “NNMC-aligned”. That framing is only half right.

Today, the working route is registration with a State Nursing Registration Council, recorded in the Indian Nurses Register that the Indian Nursing Council maintains.

What circulates in the market is two layers of language. Older certificates and cards name the INC Act. Newer forms, agency profiles and resumes use NNMC wording before the Commission functions.

A hospital should treat any document that claims NNMC registration with caution until an official notice confirms that such a registration class exists. This is the core of the nursing registration transition in India: the law has moved faster than the working system.

1. Deemed registration: why old certificates stay valid

The Act protects existing nurses.

Anyone registered under the INC Act before the new Act applies is deemed registered under it. They are enrolled in the National or State Register, and registrations and licences already in force continue.

So HR should not ask experienced nurses to “convert” or re-register for NNMC registration unless an official notification says so.

A portal or agency that charges a fee to “upgrade” a nurse to NNMC registration is a red flag until proven otherwise. Ask for the official notice behind any such demand.

2. The NNMR register: what people mean and what exists

Job seekers and recruiters often search for the “NNMR register”. That is not a term used in the Act. The Act speaks of the National Register, State Registers and the Indian Nurses and Midwives’ Register, to be kept by the Ethics and Registration Board.

That board cannot work until the Commission exists. Until then, NNMC registration cannot be verified on any live national register.

The register hospitals can actually use is the Indian Nurses Register through NRTS, plus each State council’s own records.

If a candidate quotes an “NNMR number”, ask for the State council registration number and verify that instead.

3. NUID nurses India: what the number proves

A NUID is the Nurse Unique Identity number. Under the Indian Nursing Council’s NRTS Regulations, it is issued after the State council verifies and approves the nurse. It is useful, but it is not a licence, and many genuine nurses do not have one.

Government data tabled in the Lok Sabha, as reported by The Hindu, shows that only 14.24 lakh of 46.02 lakh registered nursing personnel are enrolled on NRTS. So a missing NUID does not mean a fake nurse.

Treat the NUID as a strong extra check when present. Treat the State council registration as the must-have.

What Hospitals Must Check in Nurse Credentials

Because NNMC registration is not yet an operating system, screening should rest on records you can verify today.

Use the checks below on every nursing file, whether the candidate applied directly or came through an agency.

1. State Nursing Council registration

Record the registration number, the council’s name, the first registration date and the current validity. Confirm it with the council directly, through its online record or a written reply. A photocopy shared by the candidate is not verification.

Also check that the registration is recognised in the state where the nurse will work. If the nurse has moved states, ask for reciprocal registration or transfer papers.

This step is easy to miss in multi-state hospital groups, and it is a common reason for delays on joining day.

2. Qualification and recognition

Match the qualification on the registration certificate (GNM, B.Sc. Nursing, post-basic or M.Sc.) with the degree certificate, mark sheets and internship completion.

The Act keeps qualifications recognised under the INC Act as recognised, so older qualifications remain acceptable.

Confirm that the institution and the university are genuine. If a degree looks unusual, compare it with the council’s list of recognised institutions before you move ahead.

3. Identity and name consistency

Compare the name, date of birth and photograph across the government ID, the registration certificate and the degree. If the name changed after marriage, ask for the gazette notification or an affidavit.

Small spelling differences are common and often harmless. Record the explanation on the file, so a later audit does not raise the same question again.

4. Validity and renewal status

Rules differ between states, so do not assume a renewal cycle. Check the validity date on the certificate and confirm it with the council. A nurse registration has lapsed should not be rostered for clinical duty until the council confirms renewal.

5. NUID, where available

If a nurse has a NUID, verify it against NRTS and match it with the State council record. If there is none, note it on the file and move on. Do not reject a candidate on that basis alone.

6. Red flags that need escalation

Escalate files with only photocopies, a registration date earlier than course completion, or a number format that does not match the state.

Also escalate any document using NNMC wording with no Gazette reference, a refusal to allow council verification, or an agency letter offered in place of a council record.

Forged papers are a real risk in nursing hiring.

Our guide on fake medical degrees and forged documents explains how to handle suspected forgeries without delaying genuine candidates.

Screening Mistakes to Avoid During the Transition

Most errors in this period come from confusion, not bad intent. These are the mistakes we see most often.

  • Rejecting nurses for not having a NUID. Most registered nurses are not yet on NRTS, so this rule would remove good candidates from your pipeline.
  • Treating NNMC registration wording as proof. A new logo or heading is not verification. Only the council record is.
  • Asking nurses to re-register. The Act’s deemed-registration clause protects existing registrations.
  • Trusting an agency’s word. Any agency, including us, should be able to show the council record behind a candidate.
  • Not recording the source and date of verification. If a registration is questioned later, an unrecorded check protects no one.
  • Skipping the state check for relocating nurses. A registration valid in one state does not automatically cover work in another.

Credential-Screening SOP Template for Nursing HR

A written SOP stops these mistakes from depending on who handles the file that day. A strong nursing credential SOP covers the following.

  • Purpose and scope: which roles and hiring routes it covers, including agency-supplied candidates.
  • Roles: who collects documents, who verifies, and who approves exceptions.
  • Document list: registration certificate, degree and mark sheets, internship proof, ID, experience letters, and NUID if held.
  • Verification steps: the council or NRTS checks each document, with a turnaround time.
  • Decision rules: clear accept, hold and reject criteria, including how to treat a missing NUID or NNMC-worded documents.
  • Records: where proof of verification is stored, and for how long.
  • Review trigger: revisit the SOP whenever the Gazette notifies the Commission or the repeal of the INC Act.

Place this SOP inside your wider hospital recruitment process so that every hiring manager follows the same steps.

Keep the verification record in the nurse’s onboarding process file, where audit teams can find it easily.

If your hospital runs high-volume nursing recruitment, add a column for the verification source against every candidate. This one column makes it easy to see which files rest on a council record and which rest only on a document copy.

Conclusion

The National Nursing and Midwifery Commission Act, 2023 changes the long-term structure of nursing regulation, but as of now the working system is still the Indian Nursing Council and the State councils.

NNMC registration will matter in hiring once the Commission is constituted and the repeal is notified.

Until then, the safest approach is simple. Verify the State council registration, match qualifications, check identity, use the NUID as a bonus check, and treat unofficial NNMC wording with care. Record every check with its source and date.

FAQs

1. Has the NNMC replaced the INC?

Not in practice. The Act provides for the repeal of the INC Act from a notified date. As per court reports, the Commission has not been constituted, and the INC continues its functions.

2. Do nurses need to re-register under the new Act?

We found no notified requirement for this. The Act deems existing registrations as registered under it, and registrations already in force continue. Confirm any new rule through official notices.

3. Is a NUID compulsory for hiring a nurse?

We found no rule that makes it a hiring condition. Many registered nurses are not on NRTS, so use the NUID as an extra check, not the only one.

4. What is the difference between NNMC and INC?

The INC is the body under the 1947 Act and is still working. The NNMC is the body created by the 2023 Act to replace it, with a national register, state registers, and autonomous boards, once it is constituted.

5. How often should hospitals update their screening SOP?

Review it whenever the Gazette notifies a change, and set a regular review schedule while the transition continues.
