How to Transfer Your Medical Registration from One State to Another: A Doctor’s Guide

Got a job offer in a new state, but your registration still sits with the old council? One missing NOC can push back your joining date by weeks.

This guide explains how to transfer medical council registration step by step, what the proposed national UID could change, and how to plan your move so that paperwork never blocks your next role.

Can You Practise in Another State on Your Current Registration?

Rules differ from state to state, so the safest answer is: do not assume. A doctor’s registration is granted by a State Medical Council, and hospitals ask for proof of valid registration before the first day of work.

If you want to practise in another state in India, many councils and employers expect either a fresh registration there or a No Objection Certificate (NOC) from your original council.

The scale of the system explains why this matters. The Union Health Ministry has told Parliament that 13,86,136 allopathic doctors are registered with State Medical Councils across India, as reported by Medical Dialogues.

Each of those records sits with one state council, so a move across state lines usually triggers a fresh round of verification. That is the heart of every doctor registration relocation.

State requirements are also not uniform. The council websites of Uttar Pradesh and Odisha, for example, both list a registration certificate and an NOC from another state council among the documents they ask for.

Always read the destination council’s own instructions instead of relying on what a colleague did in a different state.

How Registration Is Organised Today

1. State Medical Councils and the National Medical Register

Your state registration is the base record. The National Medical Commission (NMC) also maintains the National Medical Register (NMR) under Section 31 of the NMC Act, 2019.

The NMR went live in August 2024 and takes over from the older Indian Medical Register as the central database. The Health Ministry has described NMR sign-up as voluntary so far, and the NMR works alongside state records rather than replacing them.

For a plain walkthrough of the portal, read our guide to NMC registration online.

2. Transfer, Additional Registration and Additional Qualification

Doctors often mix up three different applications:

  • Transfer: Your registration moves from the old council to the new one. For example, the UP Medical Council asks for your registration certificate from the other state along with an original NOC from that council.
  • Additional registration: You keep your first registration and add a second state. This suits visiting consultants and doctors who work in two states. Not every council handles an additional registration for a doctor the same way, so ask the destination council which routes it accepts.
  • Additional qualification: You add a PG degree or diploma to an existing entry. This is not a change of state at all.

Choosing the wrong form can cost you weeks, so confirm the category before you pay any fee.

Step-by-Step: How to Transfer Medical Council Registration

The state-level NMC registration transfer process is not identical everywhere. Each council sets its own forms, fees and timelines, but the flow below covers what most doctors face.

Step 1: Check What the Destination Council Needs

Open the website of the council in your new state and find the page for doctors registered elsewhere.

Note the form, the fee, the document list and whether you must visit in person. Some councils, such as the UP Medical Council, let you upload documents online, which saves a trip.

Step 2: Collect Your Documents

Before you transfer medical council registration, keep these ready, as most councils ask for them in some form:

  • MBBS degree and internship completion certificate
  • Permanent registration certificate from your current council
  • PG degree and its registration certificate, if you hold one
  • Date-of-birth proof, such as school-leaving certificates
  • Aadhaar or another photo ID, and recent photographs
  • Original NOC from your current council
  • Good Standing Certificate, if the new council asks for it

Scan every document clearly and name the files properly. Blurry or mislabelled uploads are a simple reason for a query from the council.

Step 3: Request the NOC From Your Current Council

This step usually decides your timeline. Your current council checks your record and issues the NOC, or sends verification straight to the new council.

The Uttarakhand Medical Council’s citizen’s charter, for example, says verification from another state can take months, and it asks applicants to follow up.

Start as soon as you accept an offer, not after you resign. Clear any pending renewal first, because a lapsed registration can complicate the request.

Step 4: File the Application With the New Council

Fill in the form, attach your documents and pay the fee. Some councils need your photograph and signature attested by an authorised person, such as the dean of your medical college or a Chief Medical Officer.

Check that your name and date of birth match across every document before you submit.

Step 5: Track, Collect and Update Your Records

Follow up with both councils and note every reference number. After you receive the new certificate, update your employer’s HR file, your NMR profile, and any hospital credentialing forms.

Hospitals run doctor verification before onboarding, so a clean paper trail speeds up your joining date.

Common Reasons Transfer Applications Get Delayed

Watch for these before you submit:

  • A photocopy sent where the council wants the original NOC
  • Name or date-of-birth mismatches between degree, registration and ID
  • A renewal still pending at the old council
  • An unattested photograph or signature
  • An additional qualification not yet registered with the first council
  • No follow-up while two councils exchange letters

Keep a simple log with the date, reference number and contact person for each council. It takes five minutes and saves many phone calls later.

What Hospitals Check Before You Join

A hospital HR team typically checks that your registration certificate is genuine, that the name matches your degree and ID, and that your registration is active. If you hold a PG degree, they will also want to see that it is recorded against your registration.

If you are mid-transfer, expect a request for proof of application, such as the council’s acknowledgement. Ask HR early what they will accept, and get the answer in writing.

What the Proposed NMR/UID Route Would Change

The Draft in Plain Terms

On 11 August 2026, the NMC released the draft Registration of Medical Practitioners and Licence to Practice Medicine (Amendment) Regulations, 2026.

It also withdrew an earlier draft dated 7 April. As reported by news outlets, the draft proposes the following:

  • After registration with a State Medical Council, the Ethics and Medical Registration Board (EMRB) would generate a UID that carries the state or UT code and the state registration number.
  • A doctor with a UID would be eligible to practise in any state or Union Territory without fresh registration or a new licence there.
  • Doctors already in a state register would update their details on the EMRB portal as a one-time step, with no fee.
  • If a council rejects an application, the doctor could appeal to the EMRB within 30 days.
  • Disciplinary orders would be recorded in the NMR, with automatic updates between the NMR and state registers.
  • Licences would stay valid for five years, and a doctor who does not apply for renewal within three months of expiry would be marked inactive.

What Stays the Same

State councils would still grant registration and licences and handle cases within their areas. The UID builds on state registration; it does not skip it.

We have not seen a final notification at the time of writing, so treat the points above as proposed and check the NMC website before you apply. Until the final rules arrive, you must still transfer medical council registration through the current route.

How to Plan Your Relocation Timeline

  • Before you accept: Ask the employer which registration it needs and whether you may join while your application is pending.
  • On the day you accept: Request your NOC and start collecting documents.
  • Before you resign: Make sure your registration is valid and any renewal is done.
  • After you join: Update your NMR profile and HR records, and store digital copies of every certificate in one folder.

A little planning makes it easier to transfer medical council registration without a gap in practice.

Conclusion

Moving states does not have to stall your career. Check what the destination council needs, request your NOC early, keep your documents consistent, and choose the right form for transfer, additional registration or additional qualification.

The proposed UID could make doctor registration relocation far simpler, but it is still a draft. Until it is final, the best way to transfer medical council registration is to start early and track each step.

FAQs

1. How do I transfer medical council registration to another state?

Check the destination council’s requirements, collect your documents, get an NOC from your current council, and apply to the new council with the fee. Track both councils until you receive the certificate.

2. How long does it take to transfer medical council registration?

It varies by council. The wait often depends on verification between the two councils, which some councils say can take months. Ask both councils for current timelines.

3. Do I need an NOC?

Many councils ask for one when you transfer medical council registration. The UP Medical Council, for example, lists an original NOC from the other state council among its documents.

4. Can I practise in another state while my application is pending?

Do not assume so. It depends on the council and your employer. Ask both in writing before your joining date.

5. Will the NMR UID replace state registration?

Not under the draft. A doctor would first register with a State Medical Council, and the EMRB would then issue the UID.

6. Is NMR registration mandatory now?

The Health Ministry has described it as voluntary, but the 2026 draft proposes a one-time UID update for all registered doctors. Check the final regulations before you act.
